As Director Yachts for ECDIS Ltd, my vision is to provide not only the training required by law or current best practice, but clear guidance for owners and masters with regards to ECDIS and non IMO approved ECS requirements, from equipment choice to bespoke training as well as the supply of and maintenance of equipment, charts and software.
Adequate training of personnel in critical systems, such as electronic chart systems may not be clearly stipulated in IMO legislation as yet, but it may well already be a requirement within your Safety Management System under the ISM code.
Even if specific training is not contained within a company’s SMS, maritime courts of law are increasingly taking an interest in cases that involve phrases such as ‘best practice’ or ‘duty of care’ with regards to a lack of training which directly contributes to maritime incidents.
Since Electronic Chart Display and Information Systems became available by numerous manufacturers over 10 years ago, many papers have been written with much concern being raised about the standards of such systems and the need for adequate training. This is of particular importance with the increasingly complex Integrated Bridge Systems now available. With the IMO’s intention to implement a mandatory ECDIS fit programme commencing in 2012 for new builds and existing passenger and cargo ships, it is widely expected that all certificated deck officers who navigate using an ECDIS (be it a mandated ECDIS fit or by choice) will, by law, be required to have completed and passed an ECDIS course in the near future.
